The underwater train project to connect Dubai to Mumbai, India is currently underway, with a target completion date of December 2023. The project is expected to revolutionize transportation and regional development. 

The project involves building an underwater tunnel for a high-speed train to travel beneath the Arabian Sea. The train is expected to travel at speeds of up to 1,000 kilometers per hour, reducing the travel time between the two cities by at least one hour. The train will also be equipped with see-through windows so passengers can view the sea and marine life. 

The project is also intended to facilitate the exchange of oil and water between the two countries. Dubai will be able to send oil to India, and India can send clean water back to Dubai. The project will also include importing excess water from the Narmada River, north of Mumbai, and providing freshwater and oil to the UAE through pipelines. 

What is the realistic possibility of an underwater rail connecting Mumbai and Dubai?

The Euro Tunnel, now called Getlink, cost 9.5 billion pound sterlings or US$ 12 billion in 2004. The Getlink has a length of app. 54 km. Thus, it cost app. US$0.25 billion per km in 2004.
Now, the distance between Mumbai and Dubai is 1934 km, say 2,000 km. Thus, the total cost at 2004 prices would come to US$US$500 billion.

In case of Euro Tunnel or Getlink, the cost overrun was 100%. So, at today’s prices, supposing construction starts in 2020 and we assume 100% inflation in cost in 16 years plus the cost of funds during contruction period, which may be anything between 10 to 20 years, the cost would come to much much over US$1,000 billion or US$1 trillion.

Now assume the cost of a ridiculously low rate of interest 2% per annum, the interest element alone will be US$20 billion per year.
Now, how much revenue you expect from the operations that can, (1) meet its operational expenses and, (2) pay finance cost of US$20 billion which will be app. 14,000 crore per annum? And @350 km per hour, it will take app. 6 hours whereas a flight from Mumbai takes 3 hours, why people will travel by train?

Getlink was a one off thing and such projects will have no takers for a long time to come.

Why is Dubai building an underwater train?

Be it Theme parks, museums, Burj Khalifa, malls, or any other Dubai, United Arab Emirates has always surprised us. In a UAE -India Conclave that happened in Abu Dhabi, a UAE based company National Advisor Bureau Limited proposed to run between Mumbai and UAE an underwater floating network.

This underwater network will connect the two countries and transport passengers as well as they will be used to transport oil and other goods.
